It seems the best solution like others have said is to sit down with him and your mom and talk about it. Don't let your mom give him any money and not let him have any friends over. If he wants to smoke pot he is going to anyway. Beating him up or yelling at him is not going to get him to stop. If you do that he will just loose all respect for you and continue anyway. Calling the cops isn't going to help either. Was it you that said you are studying criminal justice? If it was and he gets caught at your house you stand the chance of getting in trouble. A short term solution could be to make a bet. Its called the saltine cracker challenge. Bet him that if he can eat one saltine cracker while he is high that he will stop for one week. Its nearly impossible to do when high. I know its not exactly what you want but it could get the ball rolling.

It's really none of your business how he spends money his mom gave him. That's between him and his mom. If you call the cops you will only give him a criminal record which will haunt him forever. He is still a minor he can clear his record when he is older and does alll the NA classes and other things they make you do its a pain in the ass but it might wake him up. I had an ex who was like this and even jail time didnt change him, some times there isnt to much you can do if some one loves weed they love it. Also it depends on what his state sees appropriate as punishment for posession california is not that bad as long as it under an ounce. I think thats so fkd up hes spending your mothers money especially since you said money is tight at the moment but then again an addict doesnt care as long as they are are happy. It became my business when my mom's money was actually MY money. I imagine you'd be pissed if someone was taking advantage of you? Perhaps you're above that and forgive immediately after being slapped in the face? I, however, am human, and I want it to stop.
Yes he's 17, but this is nothing really new for our family. We've been through a lot of sh*t where my other brothers/sisters stepped up and made it work, well before the age of 17, nearing 18. He's never done that before, and it's now his turn to step up to the plate and contribute. In this case, his best contribution is to stop wasting money when it can be used to feed, provide clothes, pay heating/water bills, insurance, etc...

My point was that there are worse things than smoking weed. I speak from experience. I don't condone its use and I've had no desire to smoke it in decades. People who do drugs, legal or illegal, including alcohol, are usually looking for ways to escape whatever pain they feel. It's self medication. Do you ever spend money on alcohol? Don't kill him over it.

I'm sure that you have rationally explained to him what is expected of him, i.e., contributing to the family. Good luck.

BTW, I've experienced being "taken advantage of" and being "slapped in the face" plenty. My wicked ex did her best after I decided to divorce her to destroy me in every way imaginable (physically, mentally, financially, career, etc.). Its the fact that he is carelessly spending money that isn't his, when he is old enough to start contributing, or at least fund his own interests/vices.

Cut him off, don't kick him out but don't give him access to a family card/account or petty cash either. Let him get dragged along the bottom for a while, with some tough love from you and your mother and see if he wakes up and gets a damn job.

that's what my mom and I discussed. he needs a vehicle to get to/from school, and she can't afford to buy him another car (he wrecked his BTW), and neither of us can drive him everyday, doesn't fit either of our schedules. We're working on getting him there so he isn't reliant on us or our money/vehicles.
