93 525 oil filter housing (new to forum)

I have a question about the oil filter housing. When I used to change the oil, it seemed like the oil would drain out once I removed the filter or was already drained out. Now it seems like the oil sits in there about half full once the filter is out. It is a pain to clean out. The engine did cook a few times, so something may be clogged.

Is there something wrong or do I just have a bad memory??? So should the oil drain or not???

If so, do I need to clean it out and how do I do it? Seems like there are a few ports on it at the bottom.
