SoCal refers to Southern California (or as known to the folks in NoCal "LaLa land"
 ) it has a plethora of BMW stores and the dividing line is usually considered to be San Luis Obisbo but that varies, others say Santa Barbara.

When I was living in the Bay Area I always though of the NorCal/SoCal divider as SLO. Santa Barbara is too close to LA to be the divider.
 Having lived in all three places, San Franciscans have more in common with Seattlites than they do with Los Angelinos, IMHO.
