The specs are to get a military computer onboard for $3,500. Also for size. All you need is to drive the Control Panel and a few accessories, up to 2 monitors.

Purpose?
  1. Windows XP or Win 7.
  2. Wifi on board
  3. TV. What happened to USA tv 2 years ago?
  4. Slingbox
  5. Skype
  6. Voice activation
  7. Safe driving, no physical input.

Pentium M will just about run Windows XP SP3 somewhat comfortably. Windows 7, not so much. I would think that Windows Embedded would be a better choice for an application like this.

The motherboard decides that. The one I posted is less than $1,000. I'll post up others after 1/2. On vacation right now. You can get an unbranded device like I posted (without the emblems) for $3,500 including peripherals.

Here is the Logitech HD Pro Webcam C910 for the Skype. Also use split screen, zoom off for minimum distraction. THE MIC HANDLES THE VOICE COMMANDS.
