Question about the rear latch

Hi all. I had a rear lift gate that wouldn't close today, and it turned out that the lower catch for the lift gate was falling out of the car. I tightened up the two bolts holding it in, and everything is working fine. My question is this. Right now there are two bolts in the front two holes holding the catch to the lower tailgate. There are also two rearward holes that appear to be additional bolt holes which are unoccupied. Are these supposed to have bolts in them?

Will I get more replies if I supplement my original post with "BMW diesels suck compared to the Treg" or "I'll never have another BMW because they build crappy cars compared to {insert Japanese automaker here}"?

Mine has two empty holes too, and BTW the 4.8 is the bomb!
