No blower fan operation

Hello
Just got a 98 740il and noticed a couple things. I dont have it in for a safety yet.
Bought it for $1000 and I have a 10 day permit on it so I want to fix a couple things before I send it in.
1st is the blower fan wont work. It has 2 controls for the fan speeds and one is for the passenger and one is for the driver. Both sides do not have any fan on any speed.
The lights light up for the faster speeds but there is no sound of feeling of air movement.
My guess is there is a single fan driving 2 blowers. I dont know.
I checked the fuses and they are good. The large 40 amp and the smaller 5 amp fuses.
Is there stuff I can try before I rip the dash apart such as a heating system diagnostic or something?

The second thing is the radio does not work sometimes. The times it does not work is when I scan for a channel and it just keeps scanning and cant lock on to any channel.
Later on it starts to work. Then I can hit the scan button and it just goes to the next radio channel. Makes me think its an antenna problem but I dont know. Any ideas?
