Winter Wheel/Tire Set and BMW Tire Protection

I'm going to be ordering my 2013 X3 35i next week and was reading on these forums that changing out tires on the rims is hard on them and such. Plus the snow tires I'll be getting won't be run-flats so I'm considering just buying a set of wheels/tires.

My question is this: is that something I could/should conceivably work into my purchase deal with my dealer?

Also does anyone advocate the Tire/Wheel protection plan or the Presence Protection plan? I typically don't buy extra stuff like that cuz usually it's just a money-maker for the seller, but this spring on my Toyota Rav4 I had to replace two non-run-flat tires and have them shaved down. And if your rim gets chewed I would think it might be worth it.
