Can You Identify This Piece?

I was washing my car yesterday when I noticed my driver side headlight washer covers is missing again. But another piece is gone too! Can anyone tell me what this is? It's below and to the right of the passenger side headlight washer cover.

That is the receptacle for the screw-in tow fitting. It's in the tool kit under the floor panel in the trunk.

Thanks, Z4golfer. Should it be exposed? In other words, am I not missing a piece or should something be covering that hole.

Yes, there is a cover. It's similar to the one on the passenger side of the rear bumper.

Having never used the headlight washers (and hoping I never do- but it was the only way to get ZCW), I was wondering do you use the washers a lot? Seems odd that you would have the cover fall out more than once and now the two hook cover. Does the other cover fit tightly?

Actually, I don't even have the headlight washers which makes it even stranger that they keep popping out. My service guy said they would glue it in this time. (The covers are standard regardless of whether you have them or not.)
