Peeling clear-coat?
I attached the picture; it is a 05’ XE with 102K miles so I am surprised that a small portion of the clear-coat appears to be peeling already. Most of the time the car is outside and not garaged, but I do wash it regularly and wax it every three or four months. Maybe there was a rock chip or something there but I never noticed that. Anyway the rest of the body is fine, and I was going to file a claim to get some minor hail damaged repaired soon. When that is being repaired I was going to as the body shop to possible repair that portion of the paint (that part I would pay for of course). My question is as that is the only portion of the clear-coat peeling, and I am “lucky” enough for it to be a very isolated area between the grill and light, would a body shop be able to sand that small portion down and re-spray it for a fix or will they insist on re-spraying or painting the whole car? That is not necessary and I would not pay to have that much done, but I would like it fixed. The repair shop for the hail damage is a large, professional establishment so I can see them wanting to paint the whole car, so if that plays out I wonder in smaller independent body shop might be able to do a more cheap/smaller scale fix.

That looks like paint peeling to me. And at the worst, you'd need a bumper re-spray.

A good paint shop should be able to touch up that area and blend in the paint/clear coat to match.
You say you're not sure how this happened; are you sure this didn't occur with the other hail damage on the rest of the vehicle...? Seems to me that a strategic hailstone strike on that spot might loosen the paint on that nose piece...
