Technical 520i Glitch in Text to Speech and no voice control

my wife just purchased a 520i 2012 model. It was hardly a month since I bought the car, when I was asked to bring it to the showroom for a technical upgrade. After this upgrade the text to voice function in the car got disabled( it was working earlier for the RSS feed and Emails). When I complained the technical team told me that it was a glitch and that it should not have been active in the very first place. When I threatened them on taking them to the court, they informed me that the function has been disabled for "maintenance".

I am not sure what needs to be done. Also the car does not have a voice control function how can I activate it. My wife realized it only after she purchased the car!!!!How can we get this activated???
