When i start my 95 bmw 740il the car starts but the pulleys are squeaking and it sounds like it needs to be lubed or something but i dont know if i should wd-40 it or get new pulleys, how should i fix this problem and save money doing it?

if the squeking goes away you eighter need a new belt
or a tensioner or a roller .. goodluck |

so i should wd-40 the pulleys and what about the fan it looks and sound like it needs some lube also, what do you think?

no
you should first take the belt off and see which tensioner or pulley is making noise .. then you replace it or them get a new belt install and noise should go away LUBE will NOT fix your problem |

For me to do that would i need a special tool or something of the sorts?

Old belts get a glaze on them. The glaze squeaks. Bearings make a different noise. Spray some water at the belts while its running. If noise reduces or goes away change the belts!
