Alignment measurements are divided into degrees, minutes (') and seconds (" ). The seconds measurement is so tiny it is practically useless in a normal alignment, but the minutes (1/60th of a degree) is a usable figure. That figure you quoted is 18 minutes, plus or minus 8 minutes, is the ideal alignment and the range of tolerance.
