07 X3 Low Beam Light Bulb Inquiry

Hello,
Today I changed out the H7 low beams on my X3. I noticed the housing for the bulb has an aluminum piece surrounding the tip of the bulb. Any idea what this piece is for? I'd like to remove it to possibly allow more light through. The high beams do not have this piece on that bulb. If pictures are needed then I'll post them tomorrow since in written this up off my iPhone.

Here's the picture. This piece can easily be taken off, I'm just curious to know if its really necessary to have it there or not..

if you remove that god will kill 3 puppies and 7 kittens every time you turn your lights on at night. In addition you will subject yourself to extreme road rage and most likely death from the people you blind an a 2 line non divided road that can't see anything and veer into your lane.

(don't even think about removing that cutoff)

I figured that was to regulate the beam angle and such. It's not like I installed hids!
