Replacing Rear Bumper Cover? ('94 526i) - Bimmerfest

My rear bumper rubber/plastic cover or guard was sheered off. It looks like it is in tact but the rivets were sheered off. What it the trick in replacing the rivets? Does the actual bumper need to be removed? I fear that the rivets are installed from the inside of the bumper out to the bumper cover! The cover is cracked. My local mechanic wants $500 to repair this. Does this sound right? If I buy a new one online, can I install it myself (thus the rivet question).
