Question Fuel pump relay not activated when key is turned

I just got this car and it was not running. No spark for sure and today I determined the fuel pump does not activate when key is turned.
I was checking my fuel pump relay and found out it was not working. I applied 12V to terminals 85 and 86 on the relay and the relay did not activate. The same relay is used for my low beam headlights so I tried this one and when I applied 12V to terminals 85 & 86 and the relay activated.
I placed the low beam relay in the fuel pump receptacle and tried to start but the fuel pump did not turn on when I turned the key.
I then took a jumper and with the key on jumped between terminals 30 an 87 of the receptacle and the fuel pump fired up and pressurized the fuel rail.
Seems the DME is not talking to the fuel pump relay terminals 85 & 86.
Does any body have experience working through this problem.

Replaced the fuel pump relay, the main relay for DME (whatever that means?) and two new reference sensors for speed and TDC at the bell housing to intake support strut.
After defueling the beast I put about a gallon in the tank. Turned the key and the M30 barked to life.
So I still will be verifying the fluids are good and will continue checking before I take it for a test spin
