HELP!!! Whining noise from engine bay (with video)

Iam getting this whining noise from the engine bay behind the driver's headlight, at first i thought it was the motor in the headlight and its not the headlights its self because its coming even if they are turned on or off. Doesn't matter if the car is running or on battery its still there.

Ouch, make an appointment with your dealer. Maybe it's that engine fan or whatever it is that stays on for a bit after your car is off?

No, it was making this sound when i first switched it on and the ignition was on not the engine and i heard this whine. it still makes it when the engine is on too
