Who is allowed to pick up the car at the Welt

I searched for the answer but could not find one, so sorry for the question. Also apologize for any TMI. My life partner is a German National. He is in the US on a training VISA. In July he will be flying home for a week to visit his family. If I wanted to purchase a new F10 via ED, could I arrange for the BF to pick up the car for me and drop if off. It is probably not possible for me to make the trip, or believe me I WOULD.

Given that he's not a permanent USA resident, he wouldn't qualify.
