Thanks to Bluebee, Fudman, and many others. I found this by troubleshooting the blown fuse #52. On close examination of the lighter socket itself i found that the hot was shorted to the ground , socket body. Looking for where the hot "plate could short to the side body of the socket, I found that at 6 o'clock, there is a finger of the hot side just barely touching the side of the socket body. Used a tiny screwdriver tip to pry/prise it away from the side. Checked continuity and found it was now open, i.e., no longer shorted out. replaced fuse. All good.
and thanks also to youtuber "E39source" for instructions on removing the lighter, storage tray. Had to remove it to get a good look. Now that you know, if you have a short, just take a close look inside the socket at 6 o'clock , maybe even use a magnifying glass to see, it is very small area.
