On my 2008, yes. I do it all the time. I assume the 2013 is the same.
I read that same thing in the manual and didn't understand why they suggested cutting the ignition. (I guess it's to prevent any system from automatically putting it back into Park, such as when you open the door while rolling)
On. I am pretty sure the car will go into Park automatically if you turn off the motor, and steering will lock if you turn ignition off completely ( second push of the button).
If it's in drive it will go into park when the engine is shut off.
If it's in neutral it does stay in neutral. Presumably so that you can tow it, or at least winch it onto a flatbed.

If the engine is running and the car is in Neutral, you should be able to shift into Drive without stepping on the brake. I tried this specifically after my near disaster in the car wash that started this thread.
One thing to note is - Key has to be in ignition and in neutral - you can stop the engine and it won't go into parking mode. I have tried it and worked out pretty well...If you remove the key out and the car goes to Parking mode after 30 mins (safety precaution and clearly mentioned in the User guide)
When in a tunnel type car wash where the car is pushed through by its wheels, I leave the engine running.
But in a "touchless" car wash where you drive in, stop the car, and the washing apparatus moves around and over you as you sit stationary, I go into park and turn the engine off. And restart it when it signals to slowly drive out.
I know this is about the X5 but on my 2013 550 I put it in neutral and leave the engine running. It only takes about 3 minutes from start to finish on the auto car wash. Plus in hot weather the A/C stays running. I just sit and watch them dry it off, hand them a decent tip and I'm off and running.
Whats funny is that release from the older x5's was removed. The bottom of the trans has the screw you can push in to engage neutral without power, however.
But from the looks of it, it is the same mechanism as the old bowden cables used! So, when I feel up to it, I will make a bracket and use a bicycle brake mechanism to engage this neutral as it's really stupid to have to start! the engine just to put it in N. You would think that they allow you to put it in N without that but it's ONLY after a failed start.
I got so fed up with all this technology and stress related trauma, that I got myself a new Home Depot
bucket, and a sponge & have reverted back to driveway washing.
