It's a 3 year old thread and you're in the 5 series section....with that out of the way - what brand fan clutch did buy? If it's an aftermarket off the shelf one then I'd suspect it's the unit itself. Fan clutches are fully engaged at startup and in stop and go traffic only unless you might have a warm climate/heavy duty one.

Its supposed to stay engaged to some extent. It doesn't "stop" ever. The clutch lets the fan "free wheel" to some extent but your never going to see it sit still with the motor running.

If its sounds like a jet engine then its "stuck" on. If you see it spinning but you don't hear it and the cars not overheating your in good shape in general.

On a real hot day leaving a parking lot you will hear it doing the jet engine noise. The hotter it gets the more it sets itself to the motors actual speed. So if its real hot outside it will make a bunch of noise as you rev up pulling out into traffic.

The electric fan on the front of the radiator should turn on when you turn the air conditioner on. If the air conditioner is on and blowing cold air (aka it works too) then the electric fan on the front of the radiator should be on. If it isn't you have an issue with the electric fan.

Should I check the relay for the radiator fan ? And yea the jet noise is on the whole time I drive but I waste a lot of gas cause it's probably stuck on I'm thinking since the radiator fan doesn't turn on wouldn't that mean that the fan clutch would stay on ? Would it be better to convert it to an electric fan

If its an automatic you need to stay with the mechanical fan. It just works better since the way bmw cools the auto trans the trans temps can spike with an electric only setup vs the mechanical.

A new fan clutch for my e46 was $40 or something when I replaced it from autozone last time. The one for my X5 was $80 that I just replaced.

The front fan diags can be found on the site here. Just use the search button.

Can you turn the fan by hand when the engine is off?

From your description it isn't working correctly, so it seems like a good place to start checking.
