If it is the lense that is turning white then you can buy a buffing kit to restore the outside of the lense. This can be purchased at just about any parts supply store. Auto body shops and possibly mechanic shops can do the work for you as well if needed. If they are fogging due to moisture on the inside than you will have to remove the lense and dry out the inside by putting the lense over the heat register in your house or blow dry it with a heat gun or hair dryer, but be careful as this can put a lot of heat out and possibly cause damage. I see lots of vehicles with water in headlights here in Canada caused by change in seasons and not being careful when washing cars in car wash or seals gone bad where the bulb is or where the front section of the lense meats the rear section.
