325i serpentine belt too loose after water pump change

I've just changed the water pump and thermostat on my 02 325i sedan. I didn't detension the belt when I removed the water pump, I just unbolted the water pump pulley and the belt came off at the same time. But now, I can't seem to get the belt anywhere near tight enough. I have adjusted both the eccentric tensioner and the spring loaded one, and I can get them both to move quite a lot, but the belt is always way too loose, like it's an inch or two too long. Any ideas?

I'm new to BMW, have mainly been a Porsche and Audi guy in the past. Until the mysterious belt thing, this seemed like a much easier car to maintain.

are you sure you have the belt routed correctly? Here's a photo of my 330i after installing Turner Motorsport pulleys.
