I'm on the market now for this car.
I Have a good deal on 2010 with only 39000 kms. (Canadian)
I know its the last year model before the complete redesign.
So can we say that is the best year an E83?? With all "bugs" or major problem solved??

For the final year, BMW seemed to want a Canadian model spec'd to a price point (sub-$40K which they hadn't achieved before - unlike U.S. models of course).
This meant that good things like Xenons were no longer standard even on the base model in Canada as they had been up to then.
And there was a lower spec. engine model offered in Canada only.
Meanwhile in the U.S. for the final year they seemed to move in the opposite direction and throw in things that were optional before.
The U.S. always had a wider choice of trim levels - there were even models sold without cruise control or multi-function steering wheels (not many of them, but they did exist).
Your question comes down to this, I think:
Did the Magna plant keep their 100% focus on excellent build quality in the final year regardless of them not having the contract for the new F model?
Personally, I feel that for the first year in 2004 they pulled out all the stops to do a great job on the then new E83 while having to overcome supply-chain issues and maybe having to learn a bit on the job.
I would think the 2005 should be the golden year.
By 2006, production volume reached a point where quantity might have been battling with quality.
2007 might have brought enough changes to complicate things, such as engine mount problems, starter motors, water pumps - none of which related to vehicle assembly quality of course.
But with very much lower production in 2010, maybe the Magna plant was able to see off the E83 with a flourish, and offset the troubled 2007/8 years.
Just blue skying here, but yes a well-cared for 2010 might be a smart buy.
