Lease rate lock?

I am picking up a '12 F13 on July 24 for ED and will be leasing. My original application with BMW finance was submitted on April 30 and the rates for April and May were quite a bitter better than the current rates. Ideally I would like to sign my lease papers around the middle of July, a week before I leave for Germany. I am on the west coast and read previously that a 90 day lock was the max to secure rates. My CA assures me that this 90 day period is flexible and I shouldn't have a problem. So my question is when does the 90 period begin? Is it when I submitted my application? Is it from the last time the rate was in effect? And does anyone have any experience with BMW being flexible on the 90 day lock period?

Rate locks apply forward from the expiration date of the rate bulletin from which the numbers were used, 90 days on the West Coast.

incentives locked as well?

Hi. Are incentives such as an option credit lockable as well? The scenario I am thinking of is in the context of a ED - setting a lease up a couple of months out, hopefully with some incentives available, and then signing the lease a week or so before I leave to pick up in Munich... Thanks.

Usually they are in fact lockable... Every once in a while, when dealer inventories swell during slower retail periods, they are not..

Just to clarify, are you stating that if one locked in November/December 2012 rates, let's say on December 20, the rate will be locked for 60 days after January 2nd 2013 when the program ended i.e. early March 2013? Assume 60 day non-west cost lock.

yes.
60 days from the end of the program, not from the date of the lock.
