approximate costs

Front and rear M-tech bumper (all hardware and foglights) - $1400 + paint and labor
Xenon angel eyes - $1100
Shadowline trim - $300

So, that's $2800 + some paint. That should give you a good ballpark figure. There's a group buy going on right now for the bumpers. I think the GB price is $1100 or something like that.

Did I leave anything out?

Yep, Cellis tail lights and an exhaust tip or muffler, if he want's the visible dual-tip look. And if he's going for the full conversion, he'll need a new steering wheel as well.

99's cant take the new steering wheels.

There IS an upgrade that'll make it look like the '00 steering wheel, but he'll never get the small roundie airbag to work without over $4K in work.

yeah- you'd have to get the special single stage airbag version of the m wheel which IS rounder- but not too slick looking IMO- someone around here did it- I think I saw it on bmwtips.com

you might have just missed out on a GB for the bumpers. they are $1150 plus shipping for both front and rear and the fogs. you really couldn't beat that. if you want, PM me and i'll give you the info and maybe... maybe Tony would be willing to squeeze you in. if not, it's $1300 plus shipping.
