anyone have an actual BMW worksheet on "Owner's Choice" in Illinois or Texas

No, I don't, but it works exactly like a loan with baloon payment. Your CA will be able to quote the interest rate. I think it's 4.25% right now in Chicagoland for up to 36 months (but may be wrong on this).

Do you have to register the car in IL or TX or do you just have to take delivery there?

The program is only available for dealers in IL and TX and I believe only for residents of those states.
