Yes, that would be week 40 production, which marks the beginning of MY 2008 start of production . Actual production started a little early this year on October 26th, last Wednesday.

I ordered a 2008. Production was finished on Oct. 2nd according to BMW. Does this mean that these new changes will take effect for my vehicle or not? (chrome tailpipes, etc.)

OK--I should have read on also & read the Sept 26th instead of Oct 26th. So I guess that it applies to my car as well.
