if you have the OBD connector inside please make sure the cover/lid is shut so that the jumper makes contact.

Eh??

The one in the cabin (OBDII) or the one in the engine bay (OBDI)?

If it has a 20 pin.OBD1 is connected in series.if the cover is off,you cannot establish communication due to (txd)and (rxd) data communication lines.

simply:
SECURE THE OBD CONNECTOR WHEN USING 20 PIN DIAG.
SECURE THE 20 PIN COVER WHEN USING OBD CONNECTOR.
