Is the $1k lease cash incentive good for ED?

Could one of the dealers, please, confirm whether the $1k lease cash for a 3-series coupe is good for ED? My local dealer says it's not

Others here have used it. Haven't heard anyone being denied for a 2009 ED

Can you translate that a bit? What's an example of a market allowance vs a cap reduction contrib? Which one is the $1k that's currenly being offered? Thanks!
