you might have something stuck in the air vents , when you turn the air on , it might be a leaf or something , i had this in a car , i turned the air on full and it cleared , must have blown what ever was in it out .x

My car does the same thing. I thought it was just how the fan is supposed to sound. No?

Don't know if you mean .... whine, or whirr.... adjectives being what they are..., but most BMW automatic temp controls, the ones that allow you to set a given temperature, and have the system maintain it, have a small fan, about 2 inches round, inside the control head itself that circulates the air that is inside the vehicle on to a temp sensor.

This sensor sends this information to actuate the solenoids near the heater coil to add heat, or mix with the a/c unit.

A way to see if this is what you are hearing, put your ear close to the small opening/slots at the front of the dash mounted heater/ac controls. This fan doesn't change speeds like the blower vent. It just sees that the temp probe has a fresh air reading.

If this isn't it, then your blower fan blades are contacting something. A worn fan assembly develops a little radial play.
