From your owners manual it says to press the I/O button to activate and the +/- to set the speed up or down.

It's directly as it states in the manual....

Press I/O to turn the system on or off. From there, press + to set a speed greater than 40km/h, and adjust speed from there. Press I/O to cancel, twice to turn the system off. Use the top bottom to resume.

Look for icon on instrument cluster

Look for the green icon to light up when you press the I/O button, this means it is on. On ours you can't just give the I/O a quick press, you have to make it a deliberate press and hold for a split second to get it to activate. Hold it a bit longer than you would think necessary and see if that helps. I had the same problem, I thought just a quick blip of the button would activate it but it didn't.

And that is surely by design - so that you do not turn cruise on inadvertantly.

Don't think there is any standard among auto. makers on cruise control activation, and the X3's is a bit less obvious than most.

Hardly ever use mine, so have to think hard which button it is when I do want to use it.

Slightly off topic, I can't stand it when automakers try to cut costs by putting additional features like cruise control on the indicator stalk. The indicator stalk is supposed to do one thing only: act as the indicator stalk. Okay, BMW puts the Board Computer switch on there but that's not something complicated that you need to adjust while driving.

GM and VW really tick me off because I end up trying to read the tiny letters and pull/push/push buttons and levers on something that can easily have a separate switch or button. And why does Ford think it's clever to put windshield controls on that side?!

The stalks are so overpopulated. I am having a time getting used to the 2 on the left side in my 530. I keep activating the high beam headlights when I mean to set the cruise. It's a good system, but 5.5 years in the X3 has gotten me used to a different configuration. Sorry to veer so far OT.

Also slightly off-topic.

Bundled with the cruise control buttons on the steering wheel is a button with three arrows in a circle chasing their tails. When I first got my X3 I assumed that was part of the cruise control mechanism, kept pressing it, to no effect.

Later on, yes, I read.the.manual and found it's to turn off the outside air and turn on recirculate, it duplicates a button in the climate control pod. Still not sure why it's on the steering wheel. My best guess was when I got too close to a belching diesel and hit it quick to shut off the outside air, I was glad it was there. But I still can't figure out whether duplicating that button is inspired design or nutty design.

Honestly, one of the most counter-intuitive cruise controls I have ever used.

Next to the climate controls it is a "Fail" on BMW's part.

Should be nice and simple

get to the speed you want, turn on cruise control.

+ or - speed up or slow down.

Tap brake or push button again - turns off cruise control.

That's it, nothing more.

Too many times I have had to take my eyes off the road to fiddle with their darn controls.

That's the heated steering wheel switch on mine. I guess they give it the recirc function for cars w/o steering heater.

I think that's how it works on mine...never had trouble with climate control or cruise control, either they are intuitive to me, or I adapt quickly to change.

+1 it's the same intuition as the Toyota cars we used to have. Turn system on, then set speed.

I don't like the new BMWs with the separate stalk under the indicator stalk because more than once, like x3ronnie, I confused the functions of the two stalks because they feel so similar. And I bump into it when getting in and out.

I get rid of it, or change it myself.
