I have the same issue. I just replaced my front brake pads and I did some looking around
before I put the wheel back on. It looks like it may be accessible if you remove the wheel-well liner. It's plastic, held on w/ sheet metal screws. The light is not that much but the dealer wants $350 or so. I'll be watching your post to see if you get any info from a real expert. Good Luck, Go Bucks

Mein Auto: 98 740iL - Tweaked a bit
It pops off, just pull harder. Look on www.realoem.com if you want to see what the foglight dressing looks like removed from the vehicle.

Pretty easy to get out

Once the plastic cover is popped off you can take the screw out and then lift the housing up and pull out. It has a snap in type fitting so you can't pull it straight out.

The bulb is $4.00 at checkers most auto parts stores. It took me about 5 min to do both fog lights. Do them together as the other one is about to go.

Most likely your lowbeams are HID's vs a halogen you can get at any autoparts store.
