Low Beam Indicators on Dashboard

When the low beam indicator appears on the dashboard, (picture of vehicle with both red lights on) I would assume that means they need replacing, however they are xenon lights and I thought they would last longer. Also the front (ring lights) beside both low beams, one is on, the other isn't. Is this the reason for the dash indicator. If i replace the low beams, will this correct the ring light issue. Thanks for your thoughts.
