Power steering intermittent

On my 2004 X5 4.8is the power steering sometimes does not work when I first start it. I can get it to work almost every time by shutting off the ignition and immediately starting it up again. Then it works fine. Took it to my mechanic who specializes in BMW's and Mercedes, and he couldn't even reproduce it. Checked all steering components, scanned for codes, checked fluid level. All checked out. It's got 135K miles. Any ideas?
