So take the 318i...

With the iridium spark plugs, V-power and the K&N panel filter am I getting around 8% more horsepower already? I guess it's not worth getting a CAI without replacing the exhaust because that is just a bottleneck? Plus I remember reading the MAS on the 318i doesn't recognise increased cold air flow or something like that

Increased natural air induction is always good though!

Unfortunately for the OP this was also taken directly from the stickies.

OP you may well choose to not throw away money on something that will do absolutely zero for your car.

In Cali, only Dinan and ECIS are CA legal...

They're the only two I know of that come with CARB stickers...

Who cares? Smog is every other year, get the intake that is the best and just put the stock airbox on for smog. I have used Apexi and AEM and liked them both.

Dude, save your money. An intake on a 318 is just flushing cash down the drain.

If you send me enough money, as I am also accepting cash donations, I will put a pink sticker on my window with your name on it, to show you're a sponsor of a fellow fester

I actually had the Apexi on the BMW and AEM on a Jaguar.

Filter + Metal Clamps over Rubber sleeves + plastic ABS piping and fittings = homemade CAI.

But no, like everyone else has said don't expect power increases, just a bit more growl and increased throttle response, and maybe not even that on a 318.
