No, the R1100RS footpegs are NOT adjustable. As you noted, the forward part of the seat has three positions of seat height adjustment, which will gain you distance to the footpegs, but also distance to the ground.
Also, if you have not noticed it yet, the "handlebars" have some adjustability built into them. By loosening the female allen bolt that attaches the bars to the carrier, you can move them fore and aft and rotate them in the horizontal axis to make them more comfortable for you. The carrier itself mounts to the steering head with rubber-cored metal "figure 8" spacers. These provide some vibration isolation, but also allow the bars to flex some. Some people, including me (mine is a '95 R1100RS), replaced these with aftermarket solid aluminum spacers, which eliminate the flex and make the bars feel more solid, and I have not noticed any objectionable vibration. I'm not sure if these solid spacers are still available new, but you can probably find them used. The shift lever and the rear brake lever are adjustable for height, the front brake lever has a four-position reach adjustment, and the windshield angle is adjustable (via a knob between the speedometer and tachometer - push it down and it will pop up to turn). You should be able to get this bike to "fit" you.
