Unhappy heater works only on high speed!

i have a 2002 325i and heater does not work on low speed any more. the temperature is normal all the time. when im driving high speed it works fine (70+ mph) but while driving slow
it blows just fine but no heat or cold. when i put on auto even if i make it 90F or 59F it just make the blower slower and no heat or cold. but i can change it to faster blower.
i really don't wanna go to a dealer because i know they are gonna cost a lot even if it is something easy.
