side running light not working (light behind fr. wheel)

I noticed a little corrosion on terminals-bluish green, and bulb was "smoked"-burnt.
Tried cleaning contacs with emory board-almost good now. Checked fuse-replaced fuse just in case. Still no luck.
Ideas?
Just a quick thought here-if you have a minute-clean up this area! I had some dust/road grime. Cleaned paint,and rubber gasket.
O.K.-maybe anal-but I didn't wax!

Assuming that the bulb is good, I'd check the light assembly with a circuit tester.
