Power Steering sounds like a Bee Hive

I recently took the car to a shop to sort out a leak and since I am new to the car I asked the tech if the sound the car is making is normal. It comes from the engine bay into the passengar compartment sounds like it is right behind the dash. It sounds like a humming/bee hive type buzzing sound which is contstantly there when the car is at idle, as soon as I accelerate I can hear anything because it gets drowned out. You can sort of feel the vibrations into the brake pedal.

The tech claimed the issue was the power steering pump, he took a look and told me the previous owner looks to have put the wrong type of fluid into the power steering which is causing it to be loud. He flushed it and refilled with the OE fluid, and told me the bearing were loud and making the sound however with the new fluid the sound is mostly gone.

When I picked up the car the sound was still there and just as loud. Anyone know what it could be or have expereiced this, and have a solution to fix this?
