Looks like a vent hose. Probably from the front differential. It does not go anywhere (open to the air). The hose open end points downward to make it less likely for things to fall in there. Nothing to worry about. They often have a plastic clamp nearby to hold it in a certain spot.

I think that's actually a vent for the Transfer Case.

The top end that you're seeing doesn't connect to anything. The other end is. It is fine, as intended.
