Headlamps shake

If I drive over a rough road at night I notice the lights shaking. Tey are only attached by three screws at the top and are hanging free at the bottom. I cant see any screw holes so do they slot into a plate at the bottom?

They are 2 screws on the top and 2 on the bottom. The tabs are plastics so wonder how rough of a drive did you do (like outback rough jump etc), wonder if you broke one of those tabs.
