*Scan Codes for E36 Tank Leak, CAT, and O2

Hello I am a new to this website like literally just registered so.. I'm not really sure if I am posting correctly but I would love to obtain some advice to help me fix a couple codes that have popped up while scanning my car.

I ran scan on my 1997 BMW M3 *E36* and this is what came up: "233 CAT Efficiency Bank 1" as well as the code "O2 Bank 1 Control Frequency"

Does this mean I need a new Catalytic converter and is it possible that these two codes are related?

If so does anyone have any recommendations on how to get my hands on a California Legal Cat converter? I have found a few but I am running into the issue of getting them to ship to California. I also consulted with a mechanic who told me that it would cost me a roughly a grand but I am thinking that is way too much.. and sounds like something that would be a tier 1..
I also would not like to have to deal with wielding either so.. I'm not really looking for aftermarket myself. (However, I am open to this and even though I am not experienced enough to do that yet myself I do know someone who will be able to help with that.)

Additional codes that have popped up are:
"254 Tank Leak Detected" and "252 Tank Venting Extraction Faulty"
(I am thinking that these two are related)
Does this have to do with my fuel tank?

I am currently going through an automotive program right now and will be asking some of my teachers for some advice on these matters but if anyone has any input or advice that would be great as well.
