how do you change the blubs in the instratment panel?

the service light bulbs. with the green/yellow/red bars?

my green bars don't light up anymore, causing my red bulb to go on.

Dumb question, but are you sure they're burned out and not because your indicator lights are showing you're due for service?

Those lights are SUPPOSED to go out, as you get closer to an inspection period. Once you have the service done, your service indicator lights get reset, and you'll start the "countdown" of service indicator staging lights again, where a light will go out, as you get closer to the next scheduled service interval.

Are they all seem to burn out? that would be an extremely rare case since there are 5 or 6 diode lights in there, they are soldered right onto the circuit board.

If one or 2 lights are out, then may be the bulbs are bad, but if all are out, I would check the connector and cable in the back of the instrument cluster, making sure that it's attached.
