Re-delivery delay? Is this normal?

So, I have posted a while ago.. I used to live in Boston, arranged for an ED, with a re-delivery in CA. The car arrived to the dealership in LA (center BMW) just over a week ago (i think on the 19th) . Initially they told me I could pick it up last saturday, I actually came in to pick it up, and got turned away. After my wife made a scene there they gave us a loaner car for now..
Now it's a week later, and I just talked to my dealer in Boston, apparently they are waiting for a VIN verification and smog testing, that a dealer in CA is supposed to provide.
Is this normal?

Our car wasn't smogged when it was redelivered in CA. Is this because it was ordered in Boston?

Most SoCal dealers can do it in house in less than an hour if they want to ...and have the computer link to Sacramento

I'd be willing to bet a donut yours was smogged at the CA dealer as part of the PDI. I've done 15 ED's (11 were BMW's, one MB, two P cars and one Audi) and every one of them needed a smog cert to register it. Some were CA selling dealers but others were not

That'd make a good reason not to buy a car from a CA dealer if you don't live in CA.

So, I checked the government website and the smog test was done yesterday! Basically they sat on my car for 10 days!!
What's my recourse here? I am not sure where to file a complaint.. BMW NA?

New cars registered in CA to a CA resident do not need to be smogged for the first 5 yrs. It seems apparent that you are not a resident of CA or you are not registering you car in CA either of which is a problem. It is not a BMW issue it is a CA DMV Smog issue.

Well.. i live in CA now, registering a car in CA, and the dealership knows it,
maybe someone is doing something wrong?

I think the key word is "now". You started the process in MA, a MA dealer, maybe you even gave them a MA address. So BMWNA and the state of CA see it as a out of state car coming in.

Anyway sounds like you are on your way to happy motoring in CA, where the unofficial speed limits, although not unlimited like on the Autobahn, at least average the 130kph or greater you experienced during ED, when the traffic is moving that is. A minor bump in the road, just consider it a warm welcome to the "Left" coast from Gov Moonbeam.

Correct - BUT if the car comes to CA from out of state, including an ED car, it must be smogged before it can be registered in CA (and perhaps outside of CA too; not sure)

Many Stated follow CARB guidelines for their emissions regulations.

Actually it's not a problem at all. I lived in AZ and used a CA dealer. No delay at all.
