It looks like one of the rubber AC drain hoses, but mine are much closer to the center transmission tunnel, and to the center of the vehicle (seemingly further from the wheels), so, maybe not...

Sun roof? Pour a littly water into the sun roof pan and see if it drains out here.

I do not have a sun roof. The hose is metal and does not have a counterpart on the right side. It is also relatively far away from AC components.

Bluebee, that looks like my pic, isn't it?
AC drains are where you have indicated.

Hey puddle.. Is it possibly a drain tube for your windsheild cowl? I thought that all drained down the side channels around the hood. But maybe the tourings are different.

Where is this located...I'm not sure of the direction of the car (front/rear) at first glance...and what side of the car (left/right)? But I guess that looks like front suspension parts running to the wheel in the pic...so this would make the location the front left side of the car? Are you left or right hand drive and what is the model year? The more details you give, the easier it is for others to help solve the puzzle if it requires looking up diagrams or other reference material.

The first thing that comes to mind is that it looks like an exhaust due to its size & coloration. Do you have the optional aux heater (WEBASTO?) that operates off of fuel? If yes...this could be an exhaust vent or muffler pipe for that option (which we didn't get here in the USA)?

What kind of a puzzle would it be if I gave all the clues?

You are right. It is the exhaust for the 'Independent heater' / 'Additional heater' / 'Auxiliary heater' / 'Webasto' / 'Standheitzung'. I do not have that option but it seems the exhaust is already there.

A nice video on how it works:

You know I would if I could... The fuel filter is all the way up under the hood... Or if it wasn't offered as an option.

There you go:

BMW Parts Catalog \ BMW 5' E39, Touring \ Part groups \ Heater and air conditioning \ Additional heater \

Here are some people discussing the exhaust in German and among other things considering modding it for that proper sound before you even leave the house in the morning:
