When the light is
ON- The airbag is OFF and is indicating that in case you have a child in front (which is not recommended in the US) the airbag will not deploy. Usually a jug of milk or briefcase would light it as its not heavy enough to sense it as an "adult"

When the light is
OFF- (and nothing or no one in the seat) it is not activated and the airbag will not deploy preserving it in a crash.

When the light is
OFF- and an adult (or similar) passenger is in the front seat. The light is "off" indicating that the airbag is "on" or armed and ready to deploy in an emergency.

I think BMW does it very well because in this instance Volkswagen (and some others) keeps this light on when no one is in the seat. (Signifying the bag will not deploy). Now you have this bright amber light among the beautiful ambient lighting which kills the dark mood. And they have it right there on the dash. BMW places it overhead and then only lights it or disarms it when you really need to know its disarmed.

How about when the seat belt light is on, an adult is on the seat and airbag light is "on"?

The adult should put their seat belt on. Also the adult would be VERY small to make the
overhead airbag light come on. The way it operates is in the owners manual and people
misdiagnose it quite often. An idrive message with seat belts buckled is usually an
indication that something is wrong. A diagnostics tool is usually needed for further
investigating.
