cruise control and interior trim clamps

Hi all,

i bought used E46 318i 1998 . everything is very good.

but i see cruise control icon in my dash but my steering wheel doesnt have any controls. can it be that my car has this capability but previous owner changed steering or it is just a standard place holder in all e46 dash boards ??

also i bought used interior trims to change my stock ones. but they came with only screw like plastic bolts but those are simply sliding into the holes of car body. i see there are extra rubber like attachments to those screws for my old trims which i cant remove from them. can anyone tell me where i can get them to fix my shining trim ?
