2013 X3 28i Deal
Does it seem realistic to expect a dealer to go for the following deal? $1000.00 over invoice price - $1000 Holiday cash - $750 Loyalty cash for a net of $750 under invoice.

Yes. Those incentives are yours. You will be taxed before incentives are applied but the 1,000 you are giving them is what they will get regardless of incentives.

OP, the incentives are from the factory and not taken out of the dealers profit. So your deal should always be dollars above invoice minus incentives. I would aim for $500-750 above invoice before taking the incentives into consideration. But if the CA has been helpful through the buying process and the documentation fees are low, agree to the deal. Feel free to post the buy price on here for comment. Just include the details (equipment content, MSRP, buy, fees, etc).

I see. When I google it, there's only hits from 2011 and 2010. Is it for cash buyers? Factory orders only? What dates does it run for?

Holiday Cash, etc.
BMW Finance is offering $1000 cash if you lease or finance the purchase of your X3 28i through them. I beleive you must order/sign the deal by 1/2/2013. In addition to the $750 loyalty credit mentioned by the first poster, you can also get $300 off your first lease/loan payment by signing up for a test drive through the BMW mobile app.
Just signed a deal for an X3 28i for $600 over invoice before the various incentives (holiday/anniversary gift for the wife - but the M Sport Package is for when I drive it )

Yes. The current incentives are for leased/BMW financed deals. I started a thread in the Ask a Dealer section and it was confirmed that at the moment, there are no incentives for cash buyers (first time or otherwise):
