Not in the US or Canada. The feature is enabled in most of the rest of the world, but is disabled in North America.

The dealership will not do coding for you. BMW and BMW NA have decided which features they want enabled, and the dealer will not change them for you. The one possible exception to that is changing Auto Stop Start from being on by default to remembering the last setting by default. Dealers (in the US anyway) are now permitted to change that, but I don't know if they do so by coding, which is possible, or by a time consuming software update, which is how most BMW software changes are done.
