Have someone pull and hold the hood release while you jiggle the hood. The little secondary release lever should pop through the grill, and then you can open it.

When I pulled the hood latch it made a sound like the hood came up but it didn't and I had someone to pull the latch and tried bumping the hood and it wouldn't come up that latch that comes through the grille I can pull it but still can't get the hood up

This happens to me occasionally. I find that if I pull the latch in the grill forward and up at the same time, it opens. Once it's open, clean and grease the moving parts of the latch, particularly the "ramp" part. You'll know what I mean when you see it.

When you pull the latch in the grill, does it feel like it is connected to anything? If not, that secondary latch may be broken, probably the spring. If you get a coat hanger with a hook on the end, then reach in and pull the latch towards you(insert the hook though the grill just left of the little black lever), I would think that would get it open, and then you can more easily see what is wrong. It doesn't sound like your cable is the problem, since you do hear something when you pull it from the inside of the car.

The hood pin was stuck down in the latch and the cable wasn't releasing it and had to take out one of the kidney grilles and used a screwdriver to pry the pin out of the latch and pull up the hood at the same time
